The U.S did nothing

25 involved guidance to its diplomats that should a peacekeeping mission
arise that the U.S. Government wanted to avoid, it should not only
not do it but urge others not to undertake it, in other words, actively
resist and encourage resistance from others. This was what guided
U.S. Ambassador to the U.N. Madeleine Albright's shameful behavior.
Gourevitch points out that the U.N.'s specific Rwanda proposal would
not have required U.S. troops and that this was not peacekeeping but
rather genocide prevention. Despite the strenuous efforts to prevent
any meaningful action, the U.N. did agree to an intervention force
but the U.S. would only lease armored personnel carriers at $15 million.
But then, it would not make available transport planes. As press pressure
mounted, the Clinton Administration countered by saying it would help
with the clean up of corpses.
